SILA Union and the Kherson Region Development Fund signed a partnership agreement at SPIEF
The Russian IT company SILA Union and the Prospective Development of the Kherson Region Foundation signed a cooperation agreement as part of the business program of the XXIX St. Petersburg International Economic Forum (SPIEF-2026). The document aims to integrate domestic management practices and digital transformation technologies into the infrastructure of the new regions of the Russian Federation.
The agreement was signed by Elena Silkina, founder and managing partner of SILA Union, and Ruslan Syrtlanov, Advisor to the Governor of the Kherson Region and Director of the Foundation. The document provides for long-term cooperation in the educational, scientific, and expert fields. The partnership strategy is aimed at the comprehensive development of the region and combines the modernization of the educational process with the enhancement of the technological potential of local businesses.

The practical value of the new cooperation lies in the transition from the point-based implementation of IT solutions to the formation of a unified digital environment. In this environment, processes, data, and technologies function within a common architecture, allowing management to make informed decisions based on reliable data.
The signed agreement reflects a key trend of SPIEF 2026: sustainable development of territories is impossible without a strong management framework that integrates technologies, processes, and best practices into a unified system.
