SILA Union and the State Duma: Joint Steps Toward Effective Integration of Special Military Operation Veterans

One of the key challenges veterans face today is returning to civilian life and finding meaningful employment. Rehabilitation and employment issues require a systematic approach—ranging from legal support to modern tools that help people adapt to new circumstances. At a State Duma platform dedicated to this topic, in collaboration with SILA Union, discussions continued on solutions aimed at creating transparent and effective mechanisms for supporting veterans in the labor market.

Earlier this year, at the II All-Russian Forum “Shoulder to Shoulder. For the Russian Victory!”, during the discussion session “Promoting Employment for Special Military Operation Veterans: Legal Aspects and Practice”, SILA Union presented its proposals. The initiatives focused on improving rehabilitation and employment conditions through modern digital solutions capable of accelerating adaptation and opening new career opportunities.

These ideas resonated and laid the groundwork for the next step—SILA Union’s participation as an invited expert at a round table in the State Duma. Here, in dialogue with government and business representatives, the goal was to discuss a plan for further work, develop joint measures, and expand opportunities for veterans’ social integration.

The expert discussion brought together representatives from government, education, media, rehabilitation centers, IT companies, subject matter experts, opinion leaders, and veterans themselves to examine and refine initiatives, as well as to consider future legislative changes and national projects related to this topic.
Honored guests and participants included: State Duma deputies, the head of department at the Russian State Social University (RSSU), winners of the Leaders of Russia competition, an advisor to the president of the ANO “Center Initiative,” combat veterans, the Deputy Director of the Department for Ensuring the Quality of Public Services and Execution of State Functions at the Ministry of Economic Development of the Russian Federation, among others.

As a result of the discussion, experts outlined the directions for further work and established communication channels for closer cooperation in projects aimed at supporting and integrating Special Military Operation veterans.
