SILA Union Shapes the Future of IT Education with Plekhanov University in the Ministry of Digital Development’s "Top-IT" Project

"Top-IT": A Ministry of Digital Development Initiative Powered by SILA Union Expertise
“Top-IT” is a major initiative launched by Russia’s Ministry of Digital Development and the Analytical Center under the Government of the Russian Federation. Its goal is to train a new generation of highly qualified IT professionals. As part of this large-scale national project, SILA Union is expanding its cooperation with Plekhanov Russian University of Economics (REU), serving as a core industry partner.
“Top-IT” aims to produce in-demand IT specialists capable of solving complex challenges. The project will launch flagship educational tracks at leading universities across the country. This effort builds on SILA Union’s existing university programs and further strengthens initiatives to develop the IT talent pipeline.
Undergraduate admissions for the new programs begin this academic year, and by 2030, over 10,000 students, including future master’s degree holders, are expected to be trained.

Developing practice-oriented case studies
Organizing internship programs
The company will integrate real business scenarios into the academic environment — offering students hands-on experience aligned with real-world industry demands. This will enable Plekhanov University students to acquire up-to-date skills and knowledge aligned with the key competencies required in the modern IT sector.

Plekhanov Russian University of Economics is one of 26 universities selected from nearly 50 applicants across the country. The university has long established itself as a reliable industrial partner of SILA Union. Its participation in the “Top-IT” program marks a significant milestone in their ongoing collaboration.
SILA Union: Investing in the Future
On July 17, a key session was held at Sberbank's venue, supported by the Analytical Center under the Government of the Russian Federation and the Digital Economy autonomous nonprofit. The event brought together university representatives and IT companies to meet with the lead developer of competency-role models (CRM) from MIPT. SILA Union’s business architect Vladislav Bakston was invited to represent the company.
The focus of the session was on CRM development for top-tier IT professionals and SILA Union’s modern approaches to integrating professional standards and corporate practices into educational programs. The company shared its innovative solutions and proposals for leveraging professional standards, architectural frameworks, and customer best practices to design IT training programs that meet the highest contemporary industry demands.
