
Business and Government Unite: Roundtable on the Future of Industry Digitalization in Russia
On March 28, 2025, SILA Union will participate as an invited expert in the roundtable “Prospects for the Adoption of Russian Software and Legislative Regulation within the Framework of Organizational Digital Transformation.” The event is organized by the State Duma Committee on Information Policy, Information Technology, and Communications. Business leaders, Russian software developers, government bodies, and nonprofit organizations involved in training specialized personnel will gather to discuss the current state of digitalization across industries and define next steps to accelerate the development of Russia’s digital sovereignty.
The roundtable invites leading organizations with extensive expertise and real-world experience. More than 200 top executives from major and systemically important businesses, universities, government institutions, and public authorities will review the interim results of digital transformation and import substitution efforts over the past five years. Through open dialogue, they will propose new initiatives, share solutions, and chart a course forward. Elena Silkina, Managing Partner of SILA Union, joins the presidium as a guest expert in the field of process management and digital transformation design.
Agenda Overview
Following Presidential Decree No. 474 dated July 21, 2020, “On the National Development Goals of the Russian Federation through 2030,” digital transformation of the Russian economy has been defined as a national priority. Amid rapid technological change and global challenges—both domestic and geopolitical—import substitution has become a central focus of state policy.
The pace of digitalization is now largely determined by the ability to develop and implement Russian-made software products, especially those that enable digital twin modeling and organizational performance optimization. SILA Union will share its expertise and present the capabilities of its flagship solution, SILA Union—an advanced digital platform already helping Russian companies adapt to challenging economic conditions and improve market competitiveness.
This direct dialogue between government representatives and business leaders will allow participants to discuss successful digital transformation practices, exchange questions, and engage in a live, constructive discussion.
To strengthen the resilience of the Russian economy, the presidium and roundtable attendees will formulate strategies and objectives aimed at boosting the country’s technological independence, production capabilities, and information security. Achieving digital sovereignty is now a top priority for every organization in Russia. The roundtable’s comprehensive approach will bring together business and academic expertise, supported by state institutions, to enhance the efficiency of transitioning to domestic software, accelerate implementation processes, reduce risks, and expand the adoption of Russian innovations across all sectors of the economy.
