Implementation of a corporate architecture modeling system (CAMS) based on SILA Union software at Rosenergoatom Concern JSC

Rosenergoatom Concern JSC (part of the Electric Power Division of the State Corporation Rosatom) is one of the largest enterprises in the electric power industry, performing the functions of an operating organization (operator) of nuclear power plants. The main activity of Rosenergoatom Concern JSC is the production of electrical and thermal energy by nuclear power plants and the performance of functions as an operating organization of nuclear installations (nuclear power plants), radiation sources, storage facilities for nuclear materials and radioactive substances in the manner established by the legislation of the Russian Federation.

Project Description

The project was aimed at import substitution of the Rosenergoatom Concern JSC business process modeling and management system based on ARIS software with full preservation of the methodology, established models and user experience. Also, as part of the project, it was necessary to expand the functionality of the system in the field of comprehensive modeling of corporate IT architecture, incl. develop a methodology for the mutual functioning of business architecture and IT architecture

Prerequisites for the project:

  • The need to ensure technological independence in accordance with Rosenergoatom's import substitution strategy.
  • The need to expand the functionality of the system in the field of comprehensive modeling of corporate IT architecture.

Project goals and objectives

  • Import substitution of the Rosenergoatom Concern JSC business process modeling and management system based on ARIS software with full preservation of the methodology, established models and user experience;
  • Expanding the functionality of the system in the field of comprehensive modeling of corporate IT architecture;
  • Development of a methodology for the mutual functioning of business architecture and IT architecture.

Project implementation

Russian software SILA Union was chosen as an import-substituting solution. Involved functionality of SILA Union software:

  • Building a business architecture: modeling business processes, org. structure, diagrams of strategic goals (goal tree), risks, etc.
  • IT architecture modeling, including data architecture
  • Business regulation, automation of the generation of regulatory documentation and reports based on data from the system
  • Creation of a single electronic repository with access to graphic models, objects and attributes for all users
  • A tool for analyzing business process models and generating proposals for their improvement

Project stages:

The duration of the project was 538 days:

  • Procurement procedure – 162 days,
  • The implementation of the project according to the detailed schedule plan was 361 days.

The project implementation included 7 stages:

  • Organization and planning of project work
  • Formation of requirements for QMS
  • Design and implementation of QMS
  • Preparation for trial operation and conducting training seminars for users
  • Trial operation
  • Commissioning of industrial operation and transfer of QMS for technical support
  • Software licensing provision

Staff involvement and training

During the project, the contractor conducted a training seminar on learning how to work in the system, on creating symbols for QMS administrators on the part of the Customer and representatives of the Customer, additionally, Administrator and User Guides were prepared, materials for the development of scripts were provided, including a new type of script in SILA Union based on a template. User training was carried out by QMS administrators.

Before entering into trial operation, a test program and methodology was developed and carried out.

Project difficulties

It was necessary to reproduce the full functionality of ARIS software without loss of quality, including notation, attributes, scripts, etc. Not all technical solutions were known at the start of the project (for example: graphical reflection of object attributes), there was a risk that the final result would not suit the Customer.

Models

As part of the project, it was possible to successfully save the entire historical volume of data; all models and objects were transferred from the ARIS system to the Russian SILA Union system. Below are reproduced notations of the main models in SILA Union.

Results

As part of the project of import substitution of ARIS software with SILA Union software, work was carried out to create a tool for designing IT architecture and reproducing the current business architecture methodology. The more flexible tools used in the SILA Union software made it possible not only to completely preserve the current functionality, but also, due to the ability to create new notations, to expand it compared to the previously used foreign ARIS software.

Thanks to the built-in data import tools, the transfer of all information from the old system to the new one was carried out in the shortest possible time: 780 business process models of the Concern and 862 branch models were successfully transferred. The contractor developed tools for internal automation of data processing in the system, including the generation of more than 30 types of analytical reports, including tabular forms and document templates.

The developed system includes best practices, all the capabilities of ARIS software and has extensive capabilities for analyzing and optimizing business processes. The QMS has created a unified database of models of the Concern’s processes, indicators, goals and risks, which makes it possible to unambiguously determine the boundaries and relationships of processes, as well as the areas of responsibility of participants. The functionality of the system allows you to automatically generate documents (Process Passport, Procedure) and reports on processes based on the data entered into it.

The organizational scope of the project includes the Central Office of Rosenergoatom Concern JSC (Moscow), Branches of Rosenergoatom Concern JSC - operating nuclear power plants (Balakovo nuclear power plant, Beloyarsk nuclear power plant, Bilibino nuclear power plant, Rostov nuclear power plant, Kalinin nuclear power plant, Kursk nuclear power plant station, Kola Nuclear Power Plant, Leningrad Nuclear Power Plant, Novovoronezh Nuclear Power Plant, Smolensk Nuclear Power Plant).
